No, the eNodeB example only provides minimal PHY downlink functionality for
UE testing porpuses. The srsLTE project does not currently focus on the
eNodeB (only the UE).

The eNodeB is in our future work plans. We recommend you to look at the
openLTE project: https://sourceforge.net/projects/openlte/
