[srslte-users] Bunch of users added even before tx/rx starts

Hi srsLTE mailing list,

I noticed, while merging the lastest changes of master into my repo, that
even before the message:

[PHY0] [I] [00000] Starting RX/TX thread nof_prb=25, sf_len=5760

the RRC layer adds always the same set of users. Such users are: 0xfd50,
0xe769, 0x7fff, 0x0, 0xd, 0x3931, 0x2e32, 0x3631, 0x2e38 and 0x2e30. Since
a comment over the rrc::add_user says that it's a procedure called by the
PRACH worker, is this a sort of pre-allocation of resources?

The srsEPC does not receive anything like an initial setup message, but the
eNB allocate the resources.
