[srslte-users] Bunch of users added even before tx/rx starts

The log is attached.

Take into account that the following logs traces: "SCHED_RAN: User xx
associated to slice 9622457614860288" are triggered when the agent layer
receive an add_user feedback, and agent->add_user is invoked by
https://github.com/srsLTE/srsLTE/blob/master/srsenb/src/upper/rrc.cc#L172
(in between the pdcp and the log tracing).

Strangely enough I don't see the RRC log which informs me about the added
user. This make me suppose that the error is somehow due a compilation
error with my implementation, rather than the srsLTE one.

Before loosing too much time, let me investigate more on my side; I'll keep
you informed.
I have the impression that is just a mess introduced by me now. :-)
