[srslte-users] srsLTE 18.09 Release Announcement

18.09 has been tagged on Github and Ubuntu packages are available on
Launchpad [1] too.

The Opensuse packages [2] should be updated soon too. Thanks to Martin
Hauke for taking care of those.
