[srslte-users] ADRV9361 support

I don't know the details of the hardware, but in SRS there's an abstraction
layer over the Radio Hardware, which is located here: lib/src/phy/rf.
Headers of course are here: lib/hdr/phy/rf.

As far as I can guess you need to write a new abstraction layer around this
new technology.
If I were in your shoes I would start by reading that abstraction layer
file for USRP and make an idea on how they work.
