[srslte-users] COTS UE fails to connect to SRSLTE eNB with 75 or 100 PRBs

The centre frequency you are using dl_earfcn=3400 corresponds to the
frequency 2685 MHz of the band 2600 (according to
http://niviuk.free.fr/lte_band.php). According to the same website, the
2600 band ranges from 2620 to 2690 MHz. So it seems that the combination
you chose of f=2685MHz with the bandwidth=20MHz (100 PRBs) goes beyond the
2600 band boundaries.

I would suggest trying a different centre freq. (e.g. dl_earfcn=3150).
