[srslte-users] srsLTE citation

Hi Federico,

That srsLTE paper is a little out of date at this stage.
We're currently working on a dedicated srsLTE project website which I
expect to be complete in time for our upcoming 19.06 release. It will be
the most up-to-date reference for the project. As soon as it's ready,
we'll announce it here on the list.
