Sounds like you are using an older version of the file,
you need to append 1 more column, (dynamic or a static ue ipv4 addres
172.16.0.99)

ue1,xor,001010123456789,00112233445566778899aabbccddeeff,opc,63bfa50ee6523365ff14c1f45f88737d,9001,000000001380,7,dynamic
