Dear SDR hackers,

We're very excited to announce the release of srsLTE 19.09.

While primarily a bug-fix and refactor release, we've added a few new
nice features to both srsUE and srsENB as well as to the base srsLTE
libraries.

The latter now includes the first chunk of code that adds NB-IoT
capabilities to our public release. We are starting with the
synchronization code and will continue adding more features over time.

The same applies to our 5G/NR extensions that we begin integrating into
the public code base with this release. We've started with basic support
for MAC, RLC and PDCP.

srsENB now supports neighbor cell announcement through SIBs to allow
circuit-switched-fallback (thanks Harald Welte) and we've also added
end-to-end support for ZUC EIA3/EEA3 ciphering and integrity protection
(thanks David Rupprecht).

Another new feature in this release is the extension of srsUE to
facilitate TTCN-3 based protocol and signaling conformance tests.

Last but not least, we've addressed a number of bugs including those in
the ZMQ, bladeRF and SoapyRF modules.

Happy hacking and enjoy the release.

The srsLTE team
