[srslte-users] PLMN unknown

Hi all
I went thought the older threats but was unable to get something about PLMN unknown.
I used 655 as MCC and 01 for MNC  the I get PLMN as 5698832
Under sending S1 Setup Failure  - Unknown PLMN
Any suggestions
