[srslte-users] Time advance for transmissions

Hi,

I was checking the code of the release 20.4.1 and I saw that the
commit 76408b195e59e21a00f629389f28bbd9ce21fdf9 got rid of the TX_DELAY
constant and uses FDD_HARQ_DELAY_UL_MS for the transmission times.
Then my question is: is this delay due to some kind of hardware constraint
on the hardware side or simply the software always transmits at the latest
opportunity given by HARQ?
If it's the second case, could HARQ be sent before the 4 TTI deadline?
