[srslte-users] Live Changes to user_db.csv

Greetings srsLTE community,

I know that currently srsEPC reads the user database from the .csv file
once it runs, but is there a way to make it check for changes while it's
still running? Like maybe let it check the csv file every set amount of
time. I was hoping to be able to add users or change certain parameters
without needing to stop srsEPC and running it again.
