It stands for:
- O: Overflow
- U: Underrun
- L: Late
Basically it means that the CPU can't keep up with the data rate. But a
single late once in a while won't do any harm. From the UE perspective
it means it couldn't provide Tx samples on time to the RF device and
this will result in no RF on the air interface which will be corrected
with the next retransmission.
