Ray, I also had the same issue. I was unable to get ZMQ to work at all with
Ubuntu 18.04 when I compiled last week. Debian 9 and Debian 10, as well as
Ubuntu 16.04 worked partially as "make test" completed successfully, which
it didn't with Ubuntu 18.04.

See my separate thread on other issues with ZMQ on a single node if you are
interested. I still have not gotten ZMQ to work when deploying in Google
Cloud. The UE Attach procedure fails before RA completes.
