Hey,

depending on your budget the most reliable SIM cards I have used are the sysmoISIM-SJA2 and cost around 85€ with ADM Keys  http://shop.sysmocom.de/products/sysmoISIM-SJA2

You can program those with https://github.com/osmocom/pysim
using a smart card reader, for example the HID Omnikey 3121 (fullsize) or HID Omnikey 6121.  Check out the pySim wiki for more information https://osmocom.org/projects/pysim/wiki

There are cheaper Sim cards, which are programmable with a windows only software shipped by the chinese manufacturers. (At least I did not find a way to progam them with pySim). You can look out for those on ebay.
I was able to connect a UE to the network using those, however you shouldnt expect a reliable product there for more advanced usage. You should make sure, that the seller also provides you the ADM keys.
