Generally speaking, the Downlink Data Notification failure is sent
from the MME to the SPGW when paging fails.
T_3413 is started by the MME when paging is sent, and if no service
request is received before it expires, it will let the SPGW know of
the failure.

So my guess is that the UE did not receive the paging message.
Could you just send the EPC, eNB and UE logs? The UE and eNB with RRC
level at debug and MAC at info? EPC at info should suffice.
